Proper treatment will require an in-person exam and testing. This may be a simple skin infection like staph or could represent a STD. The treatment for either will differ.

Hard to diagnose without exam. Keep area clean with soap and water and see a Urologist/doc asap.

It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It may be infection of the hair follicle, but that could result in an abscess. It would be prudent to see a doctor. Wish you good health!
