Folliculitis?: If the problem is limited to hair bearing areas (e.g. the pubic area, scrotum, etc), then probably you have folliculitis (infection of hair follicles, maybe ingrown hairs) , especially if you have been shaving the area. If so, stop shaving, keep the area clean and dry, and see what happens. See a doctor if severe (painful, spreading redness, etc), or if no better in a few days.
