If someone is dizzy for days and now has pain in there left arm is with blood pressure reading 148/110 this morning andlast night was 144/102 then 138/80 is this an emergency?

The first two blood pressure readings are high, but the dizziness is what would concern me. I don't know enough about the pain to comment on it. In any case, this should prompt a visit to urgent care or the doctor's office.

Assuming the person with these symptoms is at least a middle-age adult male, then expedited evaluation in an emergency setting is advised to evaluate cardiovascular status and set in motion medications and additional tests to rule out underlying disorders and future adversities. At the very least call the person’s doctor right away and discuss the symptoms.
