Red-eye with flash depends almost entirely on the angle of the flash and where the person's eyes are looking at the time. This is very unlikely to have anything to do with cancer or any other eye health problem. And it would be exceedingly unlikely to have such a health problem in both eyes, especially if the child seems to have normal vision. But discuss with pediatrician at next routine visit.
