Is it a requirement to have blood work, liver and kidney function testing and other tests to determine taking blood pressure medication?

Adults are routinely given such tests with annual exams, whether meds are used or not. Since loss of kidney function is one side effect of high blood pressure testing would be routine if on these meds.
