More information is needed. Was there an exposure 60 days ago?

Yes, conclusive. Negative antigen-antibody (AgAb, "4th generation") HIV blood tests are conclusive 45 days or more after the last possible exposure to HIV. You can be 100% certain you are not infected; no further testing is needed.
