The description is too vague for a label. It could be an infection by various bacteria or viruses. It could be a skin reaction to some item that came in contact with the area. It does sound worth a visit to your doc.

It is not feasible to provide a meaningful opinion without examining you. If the lesions are bilateral, it may be folliculitis. Keep the area clean and dry. You may apply triple antibiotic cream, in case it is bacterial infection. If you are overweight, losing weight (not easy) is imperative. If this does not help, it would be prudent to see a doctor. Get tested for diabetes. Wish you good health!
