The skin of the penis is very delicate. Extra washing and using harsh soaps can actually cause the problem to worsen. Try using a mild soap like baby soap, once a day and apply the aquaphor when the skin is still partially moist from washing. Reapply the Aquaphor several times throughout the day without rewashing to minimize moisture loss.

This sounds like dermatitis from something. Try wearing cotton underwear, apply cortisone ointment . if not better in a week or so pl see a URo or dermatologist
