Yesterday i woke up with an area on the front of my neck light red. there isnt any spots etc thats typically for a rash. it hasnt gotten worse nor better, and it doesnt hurt or itch. what could it be? i havent eaten or used anything new?

It sounds like non specific inflammation. It can be as little as mechanical irritation from something you worn, including necklaces, a skin limited infection, to a rash connected to systemic conditions, allergies,etc, monitor carefully, avoid tight garments around your neck, see your doc if any other symptoms, rash worsening/progressing.
