This is probably from some local irritation and should go away. Apply cortisone cream to the area. It is not a sign of cancer

It is more likely to due to exposure to an irritant or some thing that you may be allergic to. Try changing your make-up routine. If that does not help, it would be prudent to consult a dermatologist. Wish you good health!
