The unfortunate thing is once you have the infection, it actually gets in the blood and travels all over your body. The fact that you have antibodies does not mean that it would not resurface. It is like a battle between the virus and the body and when the body is winning no symptoms; but when the immunity is down you could have symptoms. There are different types of HSV and you could get another.

Usually HSV-2 does not travel from one part of the body to another. It generally stays in the general area. Extremely unlikely it would be transferred by your hand from the genitalia or pubic area to your eyes.
