My blood glucose was 99mg/dl which the doctor said was on the upper limit of normal, so she ordered a hba1c. does this mean i might have diabetes, i am so worried! what does this mean?

Your blood glucose was normal, Hb A1c might help in deciding if you have diabetes or not. So far, no reason to worry, specifically if not having symptoms.

All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, your blood glucose level is not diagnostic of even pre-diabetes, let alone diabetes. Wish you good health!
