I cough (chesty cough) when im feeling cold or in very cold environment. i smoke. no sputum/phlegm but a bit of wheezing?

Asthma: Patients with asthma often find that their symptoms of wheezing and/or coughing will be worse in cold air or if they have a cold. Certainly the smoking may also make you more sensitive to irritants or allergens which can trigger symptoms. Stopping smoking and getting on the correct medication will make it easier to control your symptoms.
