The best way to help your partner is to immediately drive him to the nearest hospital emergency room. Breathing difficulty and heart pressure needs to be immediately evaluated.

He has to be evaluated as soon as possible as significant medical conditions become possible and gave to be ruled in or out. His primary care doc would be best to coordinate, an urgent care center or local emergency room are to be considered if he is not established with a doc.
