Absolutely not. Gingivitis and Periodontitis are infections of the gums caused by failure to properly remove the layers of bacteria (Plaque) that are left on your teeth by ineffective improper Oral Hygiene. Gingivitis is an inflammation of gingival tissue usually caused by poor oral hygiene which allows bacteria to collect at the gumline. The toxins from the bacteria irritate the gingival tissues. It has nothing to do with your tongue.
