By 9 weeks the placental/fetal tissues are producing enough hormones to show positive on blood and urine pregnancy tests. False negatives are rare. Some normal women do skip a cycle or 2 occasionally, so by itself that is not confirmation of pregnancy.

No. If you have any doubt, get a blood test for a level of HCG. A viable pregnancy at 9 weeks will produce a positive pregnancy test.
