Having genital herpes due to HSV2 (but not HSV1) increases the chance of catching HIV from sex with an infected partner. And it isn't necessary to have an actual herpes outbreak: just having the infection is enough. However, regardless of herpes there is never, ever a risk of HIV from contact like this. No sex with an infected person means no risk. Don't worry about it.
