I was walking to the grocery store and it felt like water was running down from my thigh to my knee. i was completely dry and the sensation only lasted a few minutes. what could this be?

From your description, I believe that it was a transient sensory irritability of the femoral nerve or.a branch. I don't think it has any significance. If it occurs repeatedly, consult a neurologist for evaluation and advice.
