Occipital Neuralgia: Sounds like occipital neuralgia, so i would not be concerned with a mini-stroke. But to be sure you should be seen your doctor for further evaluation. The occipital nerves exit from the skull in the back of the head and then travel to the top of the head and end close to the forehead area, so you could have altered sensation or the tingling you described in these areas.
