If you're not experiencing chest distress with exertion with relief by resting, I can't see a diagnosis of angina here. Angina almost always is caused by significant coronary artery blockage. Has an outpatient monitor demonstrated significant cardiac arrhythmia when you have palpitations while lying down or could this be anxiety? If anxiety is an issue I recommend stress management therapy.

Yes, Bystolic can decrease your blood pressure and heart rate providing they are involved in your perceived symptoms at night. However work up needs to include most of the time arrhythmia work up, sleep studies and/or imaging to cover for the area where the pain is perceived ( neck). Make sure you follow up with your primary doc as well.
