Since 2 weeks ago i have noticed that i can see circles in my vision(which i'm assuming are some sort of reflections of light)on my eyelashes. this is noticable when looking at something bright, like a white background on a phone. why is this?

Have you been examined by an ophthalmologist? Are you nearsighted? You may be seeing types.of vitreous floaters which are not serious but can be a nuisance.

You might be seeing entopic phenomenon, which are bright sparkles in the vision when looking a bright indistinct background like the day time sky. Other types of entopic phenomena are extensively discussed under that heading in Wikipedia, and reflections off of the eyelashes are included in that list. A dilated eye examination would insure that the eyes and retina are healthy.
