Hiv rna pcr on 21st day negative, 4th generation hiv elisa (blood withdrawn from vein) done on 21st and 45th day negative, is it conclusive or do i need to repeat on 90th day?

No need to test more for HIV.
However, HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.
