My lip has been burning/tingling on and off for a month now. sometimes it will stop for a few days. there are no cold sores but there are a few tiny red bumps on my inner cheek that are painless. could it be herpes? what could this be?

Those are not symptom and sign of oral herpes (herpes labialis) and the duration does not fit. New lipstick, new toothpaste or new oral product could be the cause. You should see an ENT doctor if symptoms persist.
