I have suffered a mini ischemic stroke in the past, was wondering if a carotid stenosis could cause this, and could a person have carotid stenosis on both sides that could cause muscle symptoms throughout the body?

Yes, a mini stroke could be caused by a carotid stenosis on the same side with the symptoms of the opposite side. Bilateral carotid stenosis rarely is not the cause of generalized muscle symptoms.

If you have carotid stenosis, this could be the root cause of your stroke, but would certainly wonder about alternative causes at age 35. Bilateral strokes could cause spasticity and weakness in your limbs, and vertebral-basilar dissection might more likely represent anatomy, if this were conceivable, but I am skeptical of your purported mechanisms. See a neurologist and get more precision.
