Most likely yes. : Nasal congestion, runny nose, watery eyes, sneezing, itchy throat and postnatal drip are common symptoms of allergies. This is one of the worst allergy seasons in history and as such many patients are having these symptoms. I recommend daily use of claritin/zyrtec/allegra in patients suffering with these symptoms. If no improvement after a week of these meds daily, then they should see an ent.

Quite possibly: It's possible to develop allergies later in life--if you moved to a new area a couple of years ago, for instance. Sneezing and congestion are suspicious for allergies, but are usually be accompanied by itching of the eyes or nose. See your doctor or an allergist, who can help figure out the cause and who may be able to prescribe medications to help treat any symptoms caused by allergies.
