Heart failure is a collection of clinical symptoms brought on by a failure of the pump to move blood along fast enough to provide for tissue needs. This includes symptoms like fluid in the lungs, swelling of the feet, lack of energy, etc. With the cited echo findings i would expect the patient to be in heart failure.
