Herpes can cause tonsillitis, but very rarely. The vast majority of cases are other viruses or strep bacteria. Your doctors obviously thought you had strep throat, almost the only kind that needs IV antibiotics. Check with your doctor to make sure your skin rash is pityriasis versus an allergic drug reaction. However, if the rash is actually erythema multiform, that could go along with herpes.

The primary of first oral infection with Herpes simplex involves the lips/mouth/tongue/gums and roof of the mouth. Tonsil involvement would suggest a different virus like the Epstein barr virus, (a common cause of mono among other conditions)

What you described is more in keeping with a bacterial infection, most probably streptococcus. It was unlikely to be due to herpes. The rash may be a reaction to the antibiotics. Wish you good health!
