Tardive dyskinesia can cause shaking hands at rest but so can other disorders. You should see your doctor for diagnosis and treatment. If it is tardive dyskinesia, there are treatments available. So, see your doctor to get diagnosed and treated. Best of luck to you!!

The classical hand tremor of tardive dyskinesia is prompted by holding arms up in front and letting fingers dangle. In many, the tremor appears like playing a piano. Tremor at complete rest should prompt consideration of an alternative movement disorder.
