Is an neuroendocrine tumor a very common tumor? if rare, can it be difficult to actually identify it as such by a pathologist? ive come across that, in general, cancer diagnoses are misdiagnosed between 10 to 15 percent. (??

Neuroendocrine tumors are rare and many times challenging as far as diagnosis. Pathologists sometimes ask for help at tertiary centers in trying to properly identify them and that is always a good idea to have pathology reviewed and confirmed at a bigger center, if not done already.
