I have a irregular shaped 15mm cyst lesion on my right ovary with fluid around it and i'm have some severe pulse throbbing pain in my right lower abdomen should i be concerned?

That size is not big enough to put you at risk of ovarian torsion (an emergency) but cyst rupture (not emergency) can cause same symptom. You can apply some warm pad over the area for pain. Go to emergency if pain gets worse along with nausea/vomit or fever. That area is also the site of appendix so keep an eye for appendicitis, too.
