Many possibilities: How old is the person? In a newborn, it could be normal drainage. In an adult, could be an infection. It could also be retained fluid from a shower or bath.

Navel fluid: Is it in newborn or adult? No fluid is supposed to come out in an adult. Show it to a dr.
