Is it possible to survive both carotids being 100% blocked, since the vertebral arteries still supply the brain with blood?

Yes, it is possible not only because the vertebrobasilar arteries but the distal branches of the external carotid artery anastomose with distal branches of the internal carotid artery provide important sources of collateral circulation to the brain.

Yes, possible to live, but unlikely to be quality as highly likely that one or more significant strokes will occur, and potential brain related disability will be present.
