What is the likelyhood of a negative syphilis test taken at 8 weeks turning positive between weeks 8-12? does this ever happen?

If the second test is confirmed positive, we can only assume the first test was falsely negative which means the disease is present but test fails to detect it. Medical test is not 100% foolproof, it can be falsely positive (the test is positive but you do not have the disease) or falsely negative (you have the disease by then but the test fails to detect it).
