Needs attention: Probably a benign lesion like a cyst. Cannot ignore anything that changes. If it does not resolve should be looked at.

Blood Blister: Although this could be something a bit more ominous, and you should see your doctor, these are frequently called "blood blisters". They can bleed profusely when opened and may, under the rarest of circumstances become infected. As mentioned by other you should have it looked at if it persists. Good luck!
