For itchy eyes i put visine eye drops into my eyes today. since then i noticed my right hand is tingling and feels kind of cold. could that be connected to visine eye drops?

This is highly unlikely since the medicine in a single drop is quite small and would not give significant systemic concentrations.

The symptoms are not related to topical drops typically. The new onset of itching and tingling may indicate a systemic allergic reaction. An antihistamine often is effective, In reducing symptoms.
