The only way to find out what is going on is to see a lung doctor and get some tests done. You may need pulmonary function testing and a CT scan of your chest to find out what is going on. If you are a smoker, you need to quit and a lung doctor can help with that also. So, see a lung doctor {pulmonologist) so a diagnosis can be made and treatment rendered. Best of luck to you!!
