I am 8 weeks pregnant and have randomly started experiencing hives out of nowhere last week. i have noticed it gets worse after eating gluten. is it possible to randomly develop an allergy during pregnancy?

It is possible but the cause may be elusive. Can you think of certain foods,medications, recent viral infections which may be triggers? If you consult an allergist make sure your obstetrician is informed & approves of any tests or medications which may be prescribed.
