Distress aimpairment: The key here is distress and impairment. If more than an hour a day is spent obsessing about various events as well as rituals (compulsions) aimed at neutralizing the anxiety associated with the obsessions occur (hour or more), than may be an issue. You mention both panic and ocd when in fact a good assessment would be needed to specify which is most salient problem. Check out iocdf.Org.
