For about nine months, off and on my nose and throat have felt irritated almost like im coming down with a cold, but almost all the time i dont feel like i for sure have a cold. symptoms maybe last little less than a week, about 1-2 per month?

Sounds like it could be allergies. Talk to your Primary Care Dr about starting daily antihistamines such as Claritin or Zyrtec. These will reduce the histamine response to environmental allergies and reduce the symptoms of stuffy nose, scratchy throat, sneezing.
