I am mostly inside, avoiding the sun. when outside, i wear sunscreen and/or protective clothing. i found a new mole on my foot that is very small, symmetric, although it looks dark and is somewhat raised. is it normal to get new moles at my age?

Yes, it happens all the time and this is not likely to be melanoma or other cancer. But see a dermatologist if you remain concerned.
