With some facial "laser" treatments, the intensity of the "laser" is not sufficient to inactivate completely the hair follicle, and can just destroy growing hair in the canal leading to the skin surface, so after treatments one's skin has a smooth, "hairless" surface, but the hair will continue to grow, and the likelihood of complete removal of hair by this method is minimal.
