Im breastfeeding and have had 19 regular menstrual cycles, with ovulation confirmed through pdg testing. is there anyway that breastfeeding could be negatively impacting my fertility since its not inhibiting regular ovulation or menstruation?

Not really. Since it has been 19 months and you have not yet conceived. The next best step is to schedule an appoint with infertility specialist or Obgyn first then infertility. Causes of infertility are multiple. There may be other factors involved and those doctors can help to determine the cause and possibly treat.
