You have wrong information. Nobody can make the diagnosis of low magnesium in the cells (intracellular magnesium deficiency). Yes, there are cases of low magnesium in blood (hypomagnesemia) due to renal mishandling of magnesium and serum magnesium level has to be low by common blood test, not magnesium deficiency in the cells.
