Im a 16 year old and my penis is small but when its hard its about 3 to 4 inc soft its about 1 inc to 2 most of the time its around 1 and a half im over weight is that a normal size?

After 16 your penis still grows but at a slower pace and it stops changing in size after 19 for most men. The average length at that time will be 5'' for an American. Please note that studies have shown that penis size doesn't actually matter when it comes to sexual satisfaction of either partner.

If you are overweight it is hard to measure the size of the penis due to supra pubic fat which also makes it look smaller than it really is. Chances are that it is of normal size. If in doubt have a Urologist check it. Please lose weight and you will feel better about everything. Good luck.
