Not fully clear to me as to your precise question. Presume you have had surgery and repair of skull damage, perhaps a plate. If you do not have residual brain damage affecting judgement, memory, motor skills, learning, coordination, and you passed a driver's license test in California, would not see necessity to limit driving. But is there more, such as post-traumatic epilepsy??
