What do they mean when they say tetanus lives in dust? household dust! closet dust from books / suitcases many years ago? im confused?

Tetanus requires two preconditions before you can get infection with the tetanus germs: an open cut/wound which is then contaminated with dirt from animal sources like their excreta(stools). Ordinary dust on books and suitcases etc. is not able to sustain these germs which require moisture and gross contamination to dirt.
