Ovulation problem: You are probably not ovulating regularly and thus your hormones are out of wack. I would reccomend some type of birth control for cycle control.

Estrogen excess: Estrogen works unopposed if there is iodine deficiency - breast tenderness is the early sign of estrogen excess. Try supplementing iodine 13.8mg per day and take multipollen extract to balance hormones.
