If you have IBS with constipation, he fecal impaction would be due to lack of adequate bowel movements. Perhaps in addition to adequate fluid intake and ingestion of soluble fiber, taking a daily stimulant laxative like senokotS would promote regular bowel movements. There is now a prescription medication that can be quite effective also. A gastroenterologist can advise & follow you best.

The laxative should not cause impaction, constipation may. Proper hydration and regular physical exercise, along with dietary adjustments are key in avoiding chronic constipation.
