Mouth and face numbness and tingling are not the symptoms of thoracic outlet syndrome. Most people have occasional pain on shoulder, neck or collar bone after certain activity or body position and they do not have this syndrome.

Rather than thoracic outlet syndrome, I'd be thinking of possible nerve root impingement by a spur or bulging disc in a neck vertebra This could explain recurrent neck, shoulder & clavicular discomfort. An MRI of the neck may be revealing.
