If shaving or buzz cut for short haircut in my head causes bumps from the hair growing back would it be safe to wax my head? and would that possibly help the bumps from reoccurring?

Waxing is just massive hair plucking -- and when the hair shafts start to grow back, they will ingrown even more than after a close shave. Better to let your hair grow until the shaving bumps resolve, then shave less closely in the future.
